«Հայկական ալիքը» ներկայացնում է Հայաստանի հանրային ռադիոյի «Ժամանակի վկան» հաղորդմանը հյուրընկալված պ․գ․թ․ դոցենտ Միքայել Մալխասյանի՝ «2020 թ. Արցախյան պատերազմի ժողովրդագրական հետևանքները (մակրոանալիզի նախնական գնահատմամբ)» զեկուցման՝ հաղորդման ընթացքում ներկայացրած հիմնական թեզերը։
Ժողովրդագրական ճգնաժամ և ժողովրդագրական աղետ
ՀՀ, անկախության առաջին տարիներից սկսած, հայտնվեց ժողովրդագրական բավական վատ միտումների մեջ։ Օրինակ՝ արդեն 1993 թ․-ից մեզ մոտ կնոջ պտղաբերության գործակիցն ընկավ բնակչության աճն ապահովող անհրաժեշտ ցուցանիշից և այդպես շարունակաբար նվազել է մինչև մեր օրերը և չի վերականգնվել։ Ավելի վատ ցուցանիշ լինում է այն ժամանակ, երբ ծնունդների և մահերի տարբերությունն է դառնում բացասական, այսինքն՝ արդեն գործ ենք ունենում ժողովրդագրական աղետի հետ։ Եթե մինչ այդ ժողովրդագրական ճգնաժամ էր պարզապես, ապա այդ պահից սկսած՝ լինում է աղետ։
Ծնունդներ և մահեր
2020 թ․-ին՝ պատերազմական տարվա ընթացքում, մեզ մոտ ծնունդների և մահերի տարբերությունը եղել է -67։ Բավական տխուր է եղել նաև 2021 թ․-ի վիճակագրությունը։ 2021 թ․-ին մեզ մոտ բնական հավելաճը թեպետ դրական է եղել՝ +1927 մարդ, սակայն նախապատերազմական տարվա՝ 2019 թ․-ի համեմատ՝ 80%-ով նվազել է։ Եվ սա շարունակական միտում է։ Այս տարի առաջին չորս ամսվա տվյալներով մենք արդեն ունենք բացասական հավելաճ։
Պատերազմն ազդել է թե՛ անմիջապես իր կորուստներով, այսինքն՝ հենց պատերազմի ժամանակ զոհերով և ստորագրված եռակողմ հայտարարությամբ զիջվող տարածքների բնակավայրերի ցանցի անհետացմամբ, թե՛ մի քանի այլ ուղղություններով։ Օրինակ՝ պաշտոնական տվյալներով՝ մոտ 4000 երիտասարդներ են զոհվել (3812 զոհ և 217 անհայտ կորած)։ Այստեղ գրեթե բոլորը վերարտադրման տարիքի մարդիկ են՝ չնչին բացառություններով։ Տղամարդիկ, որ ընտանիք դեռ չէին կազմել, պետք է ընտանիք կազմեին, սպաները, ովքեր ունեին ընտանիքներ, կարող էին նոր զավակներ ունենալ։ Այսինքն՝ մենք ծնելիության վրա ազդեցությունը թե՛ հիմա ենք զգում, և թե՛ հետո ենք տեսնելու։ Հաշվի առնելով, որ զոհերի գերակշիռ մասը՝ մոտավորապես ⅔-ը, 2000, 2001, 2002 թվականների ծնունդներ են, ապա մենք առաջիկայում տեսնելու ենք այս բացասական հետքը թե՛ ամուսնությունների, թե՛ ծնունդների վրա։ Մենք առանց այդ էլ ունեինք սեռերի դիսբալանս․ մեզ մոտ մինչև պատերազմը կանանց թիվը գերազանցում էր տղամարդկանց թվին՝ 53% և 47% հարաբերակցությամբ։ Հիմա հատկապես երիտասարդների շրջանում տարբերությունն էականորեն ավելի է մեծանում։
Օկուպացված հայկական բնակավայրեր
Պատերազմի ընթացքում ուղղակի կորստի մասով մեզ մոտ փաստացի ժողովրդագրական աղետը դրսևորվեց նաև բնակավայրերի ցանցի ոչնչացման տեսքով։ Միայն Արցախի տարածքային կառավարման նախարարության ներկայացրած տվյալներով՝ Արցախից Ադրբեջանին է հանձնվել 118 համայնք՝ 182 բնակավայրերով։ Եթե հաշվի ենք առնում, որ Արցախի սահմանադրությամբ 253 համայնքներ էին արձանագրված, որոնցից միայն 17-ը մինչ վերջին պատերազմը թշնամու վերահսկողության տակ էին, ապա ստացվում է, որ հայկական վերահսկողության ներքո գտնված 236 համայնքների ուղիղ կեսը հանձնվել է ադրբեջանական կողմին։Եթե հաշվում ենք այդ կորսված բնակավայրերի ցանցի բնակչությունը, ապա մոտ 40000 մարդ մնացել է անտուն, ինչն ամբողջ հայկական բնակֆոնդի ⅛-ն է։ Սա ահավոր մեծ կորուստ է, և փաստացի կարելի է ասել՝ Առաջին Հանրապետության ժամանակ թուրք-հայկական երկրորդ պատերազմից հետ մեր ամենամեծ կորուստն է։
Պատերազմի ժամանակ դեռ՝ 2020 թ․ հոկտեմբերի 24-ին, ՀՀ արտգործնախարար Զոհրաբ Մնացականյանը հայտարարեց, որ Արցախից 90000 մարդ է տեղահանվել։ Պատերազմից հետո՝ 2021 թ․-ի փետրվարի 24-ին, Ռուսաստանի պաշտպանության նախարարությունը հրապարակեց, որ միայն իրենց միջոցներով՝ ավտոբուսներով և ուղեկցությամբ, 52700 մարդ վերադարձել է Արցախ։ Տեսակետ կա, որ անգամ այն մարդկանց մի մասը, որ հայկական վերահսկողության և ռուս խաղաղապահների մանդատի ներքո գտնվող տարածքներում պետք է ապրեին, այդտեղ ունեին տուն և հաշվառում, անվտանգության նկատառումներից ելնելով՝ ցանկություն չի ունեցել այլևս վերադառնալու։ 40000-ը դա կոնկրետ մշտական բնակչությունից հանված տվյալներն են։
Նոր սահմանամերձ շրջաններում ապագա կա՞
Հաշվառումից դուրս գալու միտումներ կան նաև Սյունիքի, Տավուշի, Վայոց Ձորի մարզերում։ Օրինակ՝ Սյունիքի մարզում միայն 2021 թ․-ի առաջին 9-ը ամսում հաշվառման մեջ մտնելու և դուրս գալու հաշվեկշիռը կազմել է -1252: Այսինքն՝ մի մարզում, որտեղ բնակչության թիվը 135000-ից էլ պակաս է, տարեվերջին արդեն 134․000-ից էլ պակաս կլինի։ Այդ մարզերի՝ հատկապես սահմանամերձ գոտիների համար պետք է լինի հստակ ժողովրդագրական քաղաքականություն։ Եվ դա առաջին հերթին արվում է ոչ թե տնտեսական ծրագրեր մտածելով, այլ անվտանգության երաշխիքներ ապահովելով։ Ժողովրդագրական քաղաքականության մեջ նաև տնտեսական բաղադրիչն է շատ կարևոր․ մարդ հստակ պետք է ունենա այդտեղ որոշակի զբաղմունք, ընտանիքը պահելու, ապրուստը ապահովելու միջոցներ, բայց եթե չկա անվտանգություն, չի կարող լինել ազատության իրացում։
Այս տարվա առաջին չորս ամիսներին ունեցել ենք մեր սահմանային անցակետերով իրականացված մուտքերի և ելքերի այսպիսի հաշվեկշիռ՝ -6055 մարդ։ Պետք է ֆիքսել, որ ՀՀ-ից արտագնա աշխատանքի մեկնման միտումները չեն դադարել։ Իսկ 2021 թ․-ի միայն հունվար-սեպտեմբերին մուտքերի և ելքերի հաշվեկշիռը եղել է -67500, ընդ որում՝ ՀՀ փաստաթղթերով՝ -103500 տարբերություն։ Հոսքերը բավականին մեծ են եղել, և այստեղ պատերազմը իր հոգեբանական մեծ կնիքն է թողել։ Հատկապես երբ նայում ենք, թե հաշվառման մեջ մտնելու և դուրս գալու վիճակագրությունը որքան է փոխվել ըստ մարզերի, ապա ակնհայտ է, որ պատերազմը ունեցել է հոգեբանական էֆեկտ։ Ժամանակին սա կոչում էին «սերբական սինդրոմ», երբ Հարավսլավիան փլուզվում էր, և բնակչության մեջ ապագայի մասին պատկերացումները սկսում էին դառնալ ոչ հստակ։ Դա բացասաբար էր ազդում վերարտադրության վրա։ Եթե երկարաժամկետ տեսանկյունից այսպես շարունակվի, մեզ համար ամենևին դրական ապագա ժողովրդագրական իմաստով չի սպասվում։ Դրա համար պետք է օր առաջ այնպիսի ժողովրդագրական քաղաքականություն մշակվի, որ ծնունդների խրախուսումը դրվի նոր մակարդակի վրա և ունենանք իսկապես աճող բնակչություն։
